Women, Infants & Children (WIC)
The WIC program strives to grow healthy families right from the start. Through nutrition support and education families learn healthy eating and physical activity habits, all of which, makes kids healthy and happy today and keeps them that way for years to come.
WIC, also helps you save money on food shopping. Income-eligible pregnant, postpartum and breastfeeding women, as well as infants and children under the age of five qualify to receive WIC benefits. Some of these benefits include:

Easy access and referrals to licensed health care professionals
Information and assistance with breastfeeding

Early Intervention, Preschool Special Education, and The Children and Youth with Special Health Care Needs Programs
The Early Intervention Program (EIP)
The Early Intervention Program (EIP) is for children under the age of three who are developmentally delayed or have a diagnosed disability. Development is how your baby grows and learns. EIP provides services that assist in growth and development to eligible children and their families.
EIP works to help families to manage daily life and meet their child’s special needs. There is no cost to families for services provided by EIP. Parents or caregivers can make a direct referral to EIP by calling 518-565-4890.

The Preschool Special Education Program
The Preschool Special Education Program provides educational services to children ages 3 to 5 who have a disability or delay that affects their learning. Local school districts guide families through the program, while Clinton County and the New York State Education Department pay for the cost of the educational services. Parents or caregivers can make a direct referral to this program by contacting the school district where the child lives.
The Children with Special Health Care Needs Program (CSHCN)
Children with Special Health Care Needs (CSHCN) are children 0-21 years of age that have, or are suspected of having a serious or chronic physical, developmental or emotional condition. This program is designed to improve the health and care needs of children who meet the eligibility criteria. Parents or caregivers can make a direct referral to CYSHCN by calling 518-565-4890.
Healthy Neighborhoods Program
The Healthy Neighborhoods Program (HNP) is a grant-funded program designed to help improve the personal health, safety, and environmental living conditions of residents within Clinton County. HNP is able to do this through health and safety surveys that are conducted with participants of the program. The survey covers 5 main topics: fire safety, lead, indoor air quality, injury prevention, and asthma. Based on the outcome of the survey, and program eligibility, HNP may be able to provide the participant with various safety products as well as health and safety education. HNP is FREE to all Clinton County residents regardless of age or income.
